Bill was born in East Saint Louis, IL; he grew up in Collinsville, IL and graduated from Collinsville High School in 1976. He worked for several years at Specialized Service. He also helped his father -in-law with lawn mower repairs and his father with car repairs.

He has been a resident of the Hitz Home, Alhambra, IL for the past 5-6 years. He enjoyed putting model cars together; playing video games and working on lawn mowers.
